The 41st District is deeply woven into the fabric of my story. From attending Beechfield Elementary to launching an after-school literacy program at Lyndhurst and Mary E. Rodman Elementary Schools, this district has shaped my values, my voice, and my vision. I was mentored, supported, and empowered by this community and now it’s my turn to give back to the place that made me who I am.

I’m running for State Delegate because the people of the 41st District and all Marylanders deserve leadership rooted in lived experience and an unshakable commitment to justice. We need bold, principled voices in Annapolis who will fight unapologetically for working families, for our children, for our seniors, and for a quality of life where everyone can not just survive, but truly thrive. For more than a decade, I’ve worked to build equitable systems of support in communities long burdened by systemic inequity. Whether advancing access to education, expanding youth opportunity, or strengthening pathways to economic mobility, I’ve always believed that transformation happens when we center people, not politics.

Meet Ryan

As an experienced  nonprofit leader, I have been a driving force in expanding high-impact early childhood development programs that break cycles of generational poverty and build long-term opportunity for Baltimore’s youth. ​Rooted in a deep commitment to service, my faith has always guided my values and actions. It is the foundation of my belief in the inherent dignity of every person and the responsibility we share to care for one another. My work in the community is a direct reflection of these principles: showing up with compassion, listening with humility, and leading with purpose.

As a community advocate, I have stood alongside families, educators, and community leaders to push for policies that uplift working people and expand access to opportunity. Whether testifying in Annapolis, organizing at the local level, or mentoring the next generation of leaders, I remain committed to building a more just and equitable future for all who call Maryland and the 41st District home.

That’s why I believe District 41 needs a delegate who doesn’t just understand policy, but has lived it, built it, and partnered with people to move it forward. The city has seen a dramatic decline in violence: homicides are down about 22–23% year‑over‑year, with nonfatal shootings dropping nearly 20%, juvenile homicides down 71%, and across-the-board declines in carjackings, robberies, and auto thefts. This progress stems from a focused deterrence model, pairing public safety collaboration with community-based supports like job training, life coaches, mental health services, and youth outreach through nonprofits. 

I’ve worked in those same nonprofit spaces, creating and scaling programs supporting youth and families, and seeing firsthand how infrastructure and state support determine whether those efforts succeed or stall. Our nonprofits are powerful engines; but without streamlined, coordinated help from state agencies, they can’t serve across all neighborhoods with the reach they deserve. Federal cuts are forcing us to do more with less. That means we can’t afford waste or duplication. We have to manage every dollar with intention and preserve the resources our communities rely on.

I’m not here to play politics as usual. I will lead with the same approach: that has delivered real results, grounded in lived experience, rooted in community, and driven by bold data-informed strategy. I’m ready to put support behind what's working in Baltimore, invest in more advanced data tracking, and deliver results for every family in our city.
